Community norms are the set of behaviors expected in a community, based on the community's Values, Traditions, Policies, etc.

The early membership of a community (the founder and first handful of members) will most often set community norms, either explicitly or implicitly. Community norms are handed down to new members as they join, or as incidents arise which violate those norms. A too-sudden influx of new members can cause this transmission of norms to break down
